Uzbekistan kicks off its nation-wide digital payment programme in mass transit

What's the story?

Following the 2019 resolution of the Cabinet of Ministers of the Republic of Uzbekistan to automate public transport fare collection, the Ministry of Transport decided to engage in an ambitious digital
transformation programme, starting with its capital Tashkent.

With a population of more than 2.5 million, Tashkent is the fourth most populous city in the CIS and Baltic states. It is also a significant business hub, located as it is on the Great Silk Road connecting Asia to Europe.

The government appointed UZCARD (the national payment switch) to lead the project and enable a nationwide digital payment network for public transport.

Challenges that were faced included the obligation to fit the digital nation agenda of the government of Uzbekistan which was looking for a proven solution that would scale up to its ambitions. Another requirement was to improve its access tofare management and
collection data with the objective of making more informed decisions around the quality and safety of transport services. Finally creating an automated fare collection system that could accommodate flexible pricing, user rights and multi-party digital settlement was a prerequisite.
